PVC Pipe in Skimmer

Hello! Really hoping that somebody with pool plumbing experience can help me solve a mystery! There is a peice of PVC that looks to be 3/4 inch in my skimmer pipe on the filter side. It sits approx 1 inch below the opening of the skimmer drain pipe. The pipe does not go straight down but is angled at 45 degrees. My pools suction is not good so wondering if anyone knows of a reason for a 2nd PVC pipe being in my skimmer? I suspect that it is a peice of pipe that broke loose (maybe from one of the return jets) and is partially blocking the skimmer. I am scared to mess with it or try to remove it until I know. Would think that if a previous repair had been done, the new pipe would go straight down instead of being angled. If anyone has an idea or suggestions it would be much appreciated!
 
I tried but can't get close enough with my camera. The tubing is inside the skimmer pipe - about 2 inches down and angles to the left at approx 45 degrees. I slightly tugged on it with needle nose pliers but got no movement. So I stopped.

Correction. It angles to the right in the picture, which it towards the pump

I can't tell from the pic, but it would be next to impossible for a broken piece of pipe to end up in your skimmer suction line.

Either it is supposed to be there, or someone put it there on purpose.

I suspect it is not the cause of your skimmer suction issues.

Tell us more, or better yet show us several pics of your equipment pad.
