I have the basic intex cover but have no idea how to put it on. I mean I know how, but should I put something with it to keep it from sinking or getting full of water

Several people use pool floats to keep the covers up. The "pillows" don't seem to last very long from what I have read here.
You definitely want a floating "pillow" in the middle. You can buy one or use tube floats that you already may have.
The Intex covers are cheap and come "free" for a reason and they only have about 10" of overhang which makes it difficult to get installed. Suggest you consider buying an actual cover that will also install much easier. You can get a 15ft cover for $20 on Amazon which has 4 ft of overhang so will give you 3.5 ft on a 16" pool.
