Purpose of pipes

Hi,
I live in Southwest Florida and am not the original owner of my house/pool.
Outside of the pool lanai, there are 2 pvc pipes coming out from the concrete slab and turning 90degrees upward. One is at the deep end and the other is on the side near the skimmer box. They are about 2 inch pipes, uncapped, and always filled with clear water.
Any help is appreciated.

Possibly a Suction-Limiting Vent System, which is a pipe vented to the atmosphere that connects to the suction pipe between the pool and the pump. When a high vacuum event occurs, air from the vent pipe replaces the water in the suction pipe thereby breaking the suction. The vent opening should be protected by a tamper resistant cover.
