Pump speed needs to be 65% for heater to turn on

Hey all so last year I could run my Hayward VSP as low as 35% and still get the heater to run without the “LO” error meaning not enough flow. This year, I had the same company open the pool, I replaced the filter with a brand new one, and made sure all baskets are clear and now my heater won’t remove the LO error until I get the pump to 65%. I’m trying to run the pump on a lower speed to save on electric as the wattage exponentially increases every percent.

What else can I try? Maybe these pool guys changed a setting on my Omni panel without telling me.
 
This is only the second season for this pool. My PSI is almost zero on this new filter so I know there isn’t a blockage. I’m using the Hayward Omni app and have the touchscreen panel as well.
