Pump positioning in relation to filter

Opened pool yesterday with new pump/filter positioning. Last year (our first year) the pump and filter were both placed on the ground right next to the pool. Ideal filter reading was about 12psi. Now that our deck has been constructed, we have the pump set on a framed box just below the deck floor (still below water line) and the filter is still on the ground. This makes the pump a little higher than the filter. The pump seemed to prime just fine and the suction/water pressure back to pool seems to be same as last year. But the filter guage is now reading 23psi even after several backwashes. And even when pump is turned off, the guage only drops to 9psi. Could the pump being positioned higher than the filter be causing this problem? If not, is there anything we can try to bring guage reading back in line with last year's normal?
 
If the gauge does not read 0 when the pump is shut off, the gauge is bad. It needs to be replaced.
