Pump not starting

I have a century SP3220Z1M pump motor (2.5hp) that will not start. I have tested the breaker, the relay in the Omnilogic panel, and the power at the connectors on the motor itself and I am getting a full 240v at the motor. I have also replaced the capacitor (tested the new one to make sure it was good) and the shaft on the motor spins freely.
any other suggestions, or am I looking at a new motor at this point?

Are you sure you have 240 Volts AC??

I ask because to test 240 VAC, you need to test between the L1 input and the L2 input to get a valid reading. If you tested L1 to ground and L2 to ground, you can often get a false reading.
