We have a power outage (about 30 mins) over the weekend and now the pump does not even making any noise. Is it dead? Before the power completely goes out, the neighborhood power was on/off a few times so I think this might have shorted the pump or completely killed it. I've tried to replace a capacitor but it didn't help.

The very first thing to do is use a meter and test to make sure you have 240 volts AC right at the input to the pump.
You could have a bad timer or bad a breaker.
When you test for 240 Volts AC, make sure you test between the two pump input wires, (L1 and L2)... Do not test L1 to ground and then L2 to ground as this can often give you a false reading.
