Pump "not catching full prime"

So, I recently purchased a home and had the pool/equipment inspected. The inspector left a note that the circulation pump, an American Ultra-Flow 2 HP, was "not catching full prime (may be due to the dirty filter)".

I've seen some tutorials on how to prime and start up a pool pump, but I'm just not understanding what "catching full prime" means. Could anyone help out?

Why not call the inspector to explain what he meant by that phrase?

Is your pool pump running?

What does the water flow look like in the pool pump basket?

I haven't moved in yet. Still waiting for a leaseback period to end with the previous owner. I could certainly call the inspector back to ask about it. Just thought I'd use the forum here since I was reading up on pool maintenance basics and this could just be some motor jargon I wasn't familiar with. I guess it isn't.
