The seal is definitely bad and it might have been put in backwards.
It is coated in silicone lube, which is a bad thing.

Can you show the barcode sticker with the date and part number?

For the new seal, I would get a PS-3867 or a PS1901.

I think that your pump requires a 1.25 total hp motor.

At 10 years old, you might want to replace it with a VS pump.
