Pump leaks in low, air from return on high

First pump leak.
Changed the shaft seal, impeller looks fine, strainer cover o-ring looks good. The pump now leaks on low more than it did, and stops on high. The seal seemed to fit properly and was identical to the one removed, but without the wear. No air in the strainer. Well no more than the single bubble at the top in the supports.

Bubbling through the return.
I have valves on my return lines to control volume. I don’t completely close one or the other. Did while testing.
On high, both returns open, the closest one to the filter has a lot of bubbles and you can hear air in the filter. Adjusting the flow of the other makes no difference. By a lot, think pouring a soda in a glass just a little bigger bubbles. None to the furthest. I close off the closest return, and use the furthest, the filter settles down and no bubbling. Close the farthest off and I hear the bubbling in the filter again and it starts again form the closest return. I have a single return line exiting the multivalve, then T into two lines through ball valves. I did not have this aeration last season.
History. I rinsed the sand as it was seven years and have had issues with cleaning. Had a problem sealing the multivalve but got it to properly seal.

Any thoughts?
 
What model pump?

Show us pictures of your pump and equipment pad.

Show us where the water leak is.

Air gets into the pump from the suction side air leaks.

You may have two problems.
