Pump Basket not full of Water

Cleaning the filters was the first thing I tried. We were out of town for a few and days and when we returned last night, I noticed the concrete was wet at the corner of the heater. So I took off the panel and there was a small puddle on the bottom. The bottom of the drain plug was wet but was not dripping straight down; it seemed to be running underneath towards the heater and dripping inside. I took some pictures but not sure how well anyone can see the moisture. Could something as simple as a new drain plug for the heater solve my problem?

A small water leak on the pressure side when the pump is running means a larger air leak when the pump is off. Sounds to me like water is draining from the plumbing when the pump is off and the symptoms you describe is air being purged at start up.
