The drain at the bottom of the filter has the same "finger" as the agitator for the filter. I just emptied it out of sand and put back the agitator but it won't spin correctly if I leave the drain finger on. It seems like it'll get caught between two fingers.

I don't think the lateral assembly is supposed to 'spin'. It should be stationary in the filter once it's installed. In fact it will be encased in the sand so it can't spin.
I kind of figured that but wanted to ask before reassembling it all. Thanks!!
