Possible leak

We had our inground pool built in 2021. It is built with shotcrete and pebble tech, has an infloor cleaning system and attached spa. We notices the ground was wet but the back side of out pool next to the concrete wall separating our wall from the neighborhood common area. We ruled out our drip system and the leak coming from the common area. We did the bucket test and the pool water did not change much but the water in the spa dropped almost 6 inches in 2 days. I also looked at our water bill and it has not changed much sin e the pool was installed. Does the water from the spa drop first to fill the pool? Do you think we have a leak? Also, when building the pool the had to do the shotcrete in 2 steps because they started spraying before the infloor pipes were tested so had to stop so they could be tested and finished spraying afterward. Would that lead to a leak?
 
The water going down in the spa can also be a check valve or another valve in the wrong position but the fact the water in the spa is going down at the same time of what you describe on the outside of the spa can be one in the same. Try to gather some of that water and test it for chlorine. Compare it with a simultaneous pool water test and it should be almost the same chlorine content level.
