Poor deck drainage under cage bottom plate and paver V grooves

My deck used to drain well around my cage perimeter, through the V groves between the paver edges.

About a year ago, I swept in some new sand with polymer to fill in some gaps between the pavers throughout the deck.

Some of this sand w/polymer eventually worked its way under the cage bottom plate (the bottom of the cage) and hardened so water cannot drain through the V groove under this cage plate.

A pressure washer will not blow this out.

How do I get this hardened sand out of the paver grooves so water can drain under??

Has anyone dealt with this before?

I think you need to use some mechanical tools to dig out the sand. Maybe some rods you can try and poke through. I don’t know how wide that drain space should be.

I found a drill bit on amazon to drill it out.

It actually worked pretty well. No damage to pool cage aluminum.

It is a dewalt 3/16" x 12" high performance bit.

I drilled out all the V groves and can now see through them.

Here is what the bit looks like.
