Pool will not hold chlorine

I have been working on my pool since the end of April. It was Swampwater green when I started. I brought it all the way to an almost a clear pool, everything was balanced out, but I had no chlorine. I was told to shock my pool. do a huge shock on it. I was told to do a huge shock onmy pool and that I had a combined chlorine.. I did previously treat Pool for algae i knew that i Did have mustard algae in the pool. I actually treated it three times for algae. I have put almost 100 pounds of shock in my pool since May. I cannot get my Pool to hold chlorine for nothing. I have used up to 24 bags at one time. Every time I’ve had the water checked, my chemicals, were all balanced, except for the chlorine they have checked for phosphates. I am told that I have phosphates, and my nitrates were at 5.
I have vacuumed to waste multiple tikes .. so I have dumped over half the volume of water out of this pool since the beginning of May does anyone have any recommendations?? Cant hold chlorine for nothing.
Also recently did another treatment for Mustard algae just to be sure it was not present

The foundation of TFP is that you test your own water. Accurate testing is paramount to keeping a pool clean and clear. Get a test kit. Link-->Test Kits Compared

Add 3ppm of liquid chlorine per day until the kit arrives. Nothing else. Download and configure pool math and use it to figure out how much is 3ppm.

When your kit arrives, post a full set of numbers, then follow the SLAM process to clear your pool. You need a recommended test kit to safely and accurately SLAM. Link-->SLAM Process
