Time of day does not matter unless you are on a time of use rate plan that makes it cheaper to run at night. As for how long depends on the pool, start with 4 hours and see how the water looks if you like it you are good to go if it looks a bit cloudy increase in 30min to an hour increments every couple of day till it looks good to you.
