all the jets work with water when the jets are on, but when I open the valve for air, 4 of the 5 jets turn on with both water and air but 1 has no air but water still good. Could the air line be clogged on that 1 jet? How can I clear it?

Remove the jet, check for debris in the jet, run the spa without the jet, reinstall the jet, and see if it clears the problem.
There may be some debris in the jet, or the jet is not properly seated in the venturi.

Very strange, I took the outer eye ball off the end and I'm getting air and water to that jet. I put the eye back on and the air goes off. All 4 of the other jets running fine with the eyeball installed.

Show us pictures of the spa, jets, and nozzle.
Then your plumbing is good, and there is a problem with the way that nozzle interfaces with the air and water in the venturi.
Remove a nozzle that works and move it to the problem jet.
Compare the two nozzles.

I have tried swapping around but same. I even tried just installing the outer ring that holds the eyeball and the ring does not even need to be snug, just having it causes the air to stop.

What pumps do you have feeding the spa jets?
What speed is the pump running at?
Is the problem jet st one side of the spa?

Hayward variable speed, running at high 3450 speed, and yes the jet not working is the 1st in the loop
