From the pictures the pool looks structurally sound. Do you see any major cracks? The picture show water in it below the skimmer so do you know if the lines were plugged and the plumbing is all good? Since you have not opened the pool in nearly 4 years, have you reviewed the equipment status if that is functional? It would seem you need to confirm that you can get the pool operational all in one go. I would not want you to spend money on the pool interior issues then come to find that you need another $xx for new or repaired equipment and plumbing.

I would avoid repainting that baby at all costs. It's generally a bad idea to paint a pool surface. It never lasts very long and then you get a yucky mess back in your equipment gumming everything up. You may try to power wash the walls and floor and see how that comes out. However, I agree with HermanTX above. Make sure your equipment works properly or you'll be in for a very unpleasant surprise when it's time to turn everything on. You could even build a temporary pipe going into the front of your pump so you don't have to fill the pool up all the way to the skimmer level. Just drop that pipe below the water line so it doesn't suck air and I believe you could turn everything on.

A couple of pics of your equipment pad would really help us even more.

Thank you everyone for your response. understandable what you said on regard piping and everything else before fixing the inside.
the pool was winterized 4 years ago and left like that with water below the skimmer. the cracks are only by the pool deck not no inside cracks.

i empty the pool and tried checking the hydrostatic relief valve but either is full of dirt or i cant not find it . i have attached some pictures of the main drain hole.
and the equipment.

but piping should be good it was just used as it is the pool with paint peeling off.

does anyone know a pool contractor in north NJ that isnt that expensive? else ill just power wash it and find the type of paint and paint it and fill it up .
