Pool lights aren’t working

We have 2 color changing lights that we’re working a couple of months ago and are now out. There’s a non gfci breaker going to a transformer and to a junction box. What’s the best way to check the lights? Also notice water inside the pipe. Is that normal?3628E531-F331-4F62-BC3D-D8FD25408BC5.jpeg

Use a mutimeter to check the voltages in and out of the transformer and at the junction box.

If you have 12-14V at the wires in the junction box and the lights don't work then you need to pull the lights out of the pool and examine them.

Also notice water inside the pipe. Is that normal?

Depends on the model light and they type of light niche you have.
