Pool level will not come up.

If you plug the return and the pool holds water then you can leave it plugged until you decide what to do with it.
After you plug that return fitting, add some water and see if the pool level rises - withthe pumps off.
But if the return pipe is compromised between the equipment pad and the pool side return fitting, water will leak with the pumps on..... so some digging to fix this possible leak will be needed or the line will need to be isolated from the pool equipment.
 
The plug as suggested by members here is helping. Level is coming up..I was told that is a drain for the pool in the picture earlier and not a jet.
Thank you for your suggestions.
Next question is if this other hole is a drain too?
