Pool ladder anchor sockets popped out --- easy fix or????

Good day,
Just had a quick question regarding the anchors for a pool ladder. These popped out last year, looks like the were just stuffed in with polymeric sand??? Does that make sense??? Long story I want to get a new set of anchors and new ladder this year. My brother in law has a pair of saftron anchor sockets and they are in the ground solidly. Assuming they are cemented in or?????
Is this a do it yourself job???

@jimmythegreek a bit of cement? My concern is what the ground is around the hole for the cement to hold onto?
 
They were never installed correctly.

They need a substantial amount of concrete to make them secure and they need to be bonded unless you use all Safetron products.

Ask the builder to come out and do it correctly.
 
I agree with James, but doubt it was the builder who did that. Looks like a later addition to me.
I would recommend contacting a builder for the repair. As James said, those should be bonded as well as securely anchored.
 
Thanks for the input. It was the pool builder, I know the frame of the pool is bonded. Got the wire running down the bottom of our wooden fence. I just know last year I kept trying to make it more "solid" to no avail, then when I took the ladder out, everything came out. *sigh* Thanks for the input, I'll give them a call, worst case is call brother inlaw who is a mason.
 
They are supposed to be on a rail and bonded at each cup. You cement the cup and rail in and depth depends on decking choice. We do 30x30x10" deep for handrail and ladders. Bonding is very important for ladders and rails and should be there if builder made this pool
