I just opened my pool this week. The water is clear:
pH: 7.6
FC: 7
CC: 0
CYA: 40
Borate: 50
CH: 70 (vinyl pool)
TA: 90
Temp: 53F (won't be going in any time soon)

Should I add poly quat? If so, how much and how often? Should I worry about the TA being too high? Last year the pH never drifted up, but I'm using borate for the first time (used granular boric acid from Duda Diesel- very easy).

Algacides like Polyquat are algae preventers. If you keep your pool within TFP guidelines there is no reason to use them under normal conditions. There are certain situations where there use is appropriate but they generally serve no purpose if you maintain your pool within TFP guidelines.

Instructions from my pool builder said to throw in a bottle of polyquat on opening and on closing. However, I threw out those instructions and don't use it at either anymore. If I were going to use it, I would only use it when winterizing the pool. No need for it when I'm keeping a close eye on my chlorine levels through the summer.
