Polaris hose

Should the Polaris hose be spraying out around the top of the ring holding what looks like a filter on it? Normally it’s under water so I don’t notice it.
Or could it be a washer I need to replace?

That is the Pressure Relief Valve (PRV).

Remove the PRV and examine it and see if it is cracked.

Try and tighten the PRV.

Replace the PRV.
