Plumbing question

Pool builder had guys come out to dig a trench to run pipes for the p-trap. Seems like the pipe isn't deep enough in the ground. Thoughts?

I measured it. From the top of the pipe to the surface of my lawn it's about 3-4" deep. My PB is saying this is "normal" and that they'll "charge extra" to come out and fix it since "the job is done".

What are your thoughts? I want to insist that this is just poor workmanship.
 
That depth is not ideal, but I’m not sure if there’s a standard depth that is enforced.
 
Looks like Prosper only requires a depth for the gas line, but not the other plumbing. Based on the attached document.
