Plugging returns

Our pool is over a year old and no Algae or chlorine issues yet. The builder put in what I think is too many returns. We have 10 returns. The pool is 18x36 with an 8x8 additional ledge. 2 returns in ledge, 2 in vinyl steps, 2 on shallow wall facing deep in and 4 on sides. Ive gone to the smaller eyes, but would like to "see" more circulation. Any issues with me plugging 4 of the returns? Wouldnt that increase pressure from the remaining returns?
 
It will increase flow from the other returns. Try it.

How many valves do you have at the equipment pad to control those 10 returns?

I have 2 2-way valves. One has the returns and bubblers and the other has waterfall and deck jets. I have no way to turn some of the returns on and some off.
 
Wow. That pool builder had no idea what they were doing.

Get some rubber plugs and plug off some returns. Will be a trial and error to get better skimming.
