Plaster degradation

About a week ago I noticed plaster in my skimmer pot. I examined the pool bottom and found an area of breakdown I had not noticed before. It is about 4 inches across.

The pool was replastered in May 2015.

Looking for siggestions and answers. Can such damage be repaired without risking further damage? Are DIY pool plaster repair kits worthwhile? With this being the 2nd layer of plaster, is it necessary to take it off before replastering again?

I also am looking at options to refinish the pool with flake or quartz and polyaspartic. We did the deck with flake and poly a couple years ago. These options seem about the same as a replastering.

Would I be better off to patch the plaster and then epoxy paint it?

Better off then what?

We don't recommend painting a pool. Modern paints don't last long before they begin chalking.

From my brief searches about all this, opinions are all over the map.
That's the Internet for you.
 
Is there someone here who has resurfaced their pool with flakes or quartz and polyaspartic? How long ago and how has it held up? Here are photos of the samples we’ve narrowed it down to.

By the way, in the last photo you can see the refurbished deck, flakes with polyaspartic over the old style small pebbles.
