-lose the rocks on the shelf and those that extend into the spa. They will be awful to clean aroundThe flagstone on the shelf will be enough to to make it stand out and look more natural.
-spa color-SURE go with a different color that matches the flagstone. Don't go too dark as dark plaster is VERY hard to get rightMost end up unhappy with it due to mottling. I would even think about a "sand" color. Don't get much more natural than that!!
-You will NOT believe I, Kim the BLING QUEEN, is going to say this but .........yes lose the bling tiles in the spa if you want a natural look in there. Try to match your flagstone and plaster color.
You do not need to redo the rebar to me. Why do you think you need to?
