pH Down - Dispose or Use?

So the previous owners of our home had both muriatic acid and pH down in their stock of chemicals. Having used up the acid, I was going to use up the pH down - but when I opened the lid of the bucket, rather than being a powder, the contents looked like it had water in it - and turned to a gelatinous white, with a bit of liquid floating on the top

Should I use this, and if so, how? (Meaning, just scoop / dump it into a bucket of water like I would if it was granular?) If not, how should it be properly disposed of? I'm actually comfortable working with muriatic acid, but this goo worries me since I don't really have a sense of what I'm dealing with.
 
I am not sure what PH down is supposed to look like. Maybe you can do a search and see if any of the pictures shows it? BUT saying that I would NOT use it unless you are sure it is how it is supposed to be. Do you have a pool store by you? I wonder if they will have that brand and could show you what it looks like?

IF they or you see it is "bad" see if your local area has a "hazard waste day" where you can take stuff like that, paint, etc to get rid of it safe.

pHDown is sodium bisulfate and it should be a granular powder, not a liquid or goo.

Dispose of it as Kim suggests. Find out when your locality has a hazardous waste disposal day (mine is the first Sat of every month) and bring it there. You may have to pay a small disposal fee.
