PH and chlorine level

Haven't posted here in quite a while because frankly things are great! I only just went in the pool this week so have only been really watching PH religiously for a month or so. One thing I noticed was if chlorine is lower say 2PPM my PH was perfect at 7.6. However going up to 7 where it should be based on my CYA my PH is now 7.8 or more. Can adding bleach raise PH? I know once you get to 10 ppm on chlorine PH is off but shouldn't be at 7ppm. Also is there a better way to measure PH like the drop test in the chlorine FAS-DPD kits. Its so subjective to what color the PH is.

Also fighting some staining I was using some vitamin C tabs and stainfree in a sock to remove it as I had a large party last week and no time to figure out the right way(which I need to work on) I did notice though that after doing this it ate my chlorine up so good thing I read to check chlorine.
 
You can try a pH meter..they are a lot like wine..you can spend $10 or $1,000. I'm comfortable with my less than $20 one, but I use it in conjunction with the drop test. Most pH meters come with a "standard' (a solution or one you can make with a set pH to calibrate and to test your testing methods and/or reagents).
 
Yes, adding bleach also increases ph. However, there is no net change. As the bleach/FC is used up, ph returns to its prior level. The ph rise from bleach is one of the reasons to recommend adding acid (and letting it mix) before chlorine.
