It should come with a tool like this to remove the bypass.

Unfortunately, I suspect that part of the bypass probably fell in and you're going to have to remove the manifold.

The heater is from 2011. The bypass referenced is for heaters made before October 2012. So, it should be correct.

I don't know if that manifold uses a thermal regulator.

I'm not sure, but maybe you can replace the entire manifold assembly with the regular residential assembly?
