Pentair IntelliBrite Light Controller recommendation

On a community pool there is an old IntelliBrite controller which does not appear to allow to change scenes. I have tried multiple settings and cleared the HOLD feature without success. It is nearly 9 years old so maybe it is time for a new controller. Any ideas to troubleshoot it or a recommendation for a new controller? NOTE - there is no automation system. This is the only controller other than a timer for the lights.

All the IntelliBrite controller does is pulse the power to the light on and off.

Connect a voltmeter to the output and see if the voltage is turning on and off as different light colors are selected. If not, then the controller needs to be replaced.
