If you run at 10% for 10 hours you have used one hour of "generation time" At 10% the cell is only producing chlorine for 6 minutes per hour.

Or you could run at 100% for 1 hour which would also be one hour of generation time.

Seems to me that it has more to do with the care given to balanced water and how many times you have to clean the plates with acid solution. Unbalanced water could affect the coating on the plates and so can cleaning them with acid too often. Haven't really read anyone hit the 10000 hours they are supposed to last, but I did make it 5-1/2 years running 365 days a year averaging 50% output.
 
Adding my experience here, my IC40 appears to have stopped working in the last 7-10 days.
When I checked chlorine last week, I was at ~ 1ppm, and the check cell light was flashing. I cleaned the cell and boosted the percentage and pump run times since temps are getting warmer.
This morning, chlorine is reading zero.
Checked the cell life, and it shows 2 out of 5 LEDs, which should indicate approximately 60% life remaining.
The cell has lasted for a little over 6 years (with a couple of flow-switch replacements), so I'm not too upset. It's still frustrating that these cells don't seem to even get close to their 10,000 hour rating.
