Pebbletec 20 yrs old- Can I seal over the entire surface with clear epoxy?

I drained my pool side spill over spa to replace tiles and fill in some cracks in the Pebbletec (20 yrs old)

If I look up close there are tiny pinholes in between the rocks that I think will just turn into more cracks. Is it possible to apply a clear coat Epoxy layer over the entire Pebbletec?

I am using Epoxy grout and Epoxy concrete repair to fix the tile areas.
 
Never heard of anyone doing that.

I think it will mess up your "plaster" long term.
 
I would not paint or cover with anything that is not specifically designed "for pools", especially something epoxy based. I thought I would be smart and seal up a cement koi pond once, let it dry and cure, filled it back up and put in the fish. By morning next day, all floaters. Dipped the water and could smell the leachings from epoxy in the water. I have not heard of anyone ever clearcoating a pool surface or such product existing, but maybe someone here has.
