PebbleSheen (PebbleTec) finish issues

I have an issue with my Pebble Sheen (Pebbletec) finish. This occurred after the big freeze in Texas and my hot tib was cycling through freeze protection. Snow and ice coated the finish. Centex Plaster the only Pebbletec group in Austin will not even return my call after trying for months. Pebbletec will not respond either. Both have bad customer service.

See pictures. The light blue is a chalk buildup at the cracks or depressions. It goes away with brushing and reappears shortly thereafter.

Does anyone have any suggestions on how I can fix this?

Sorry to tell you that the only way to fix it is a replaster of the surface.

The ice freeze/thaw on the surface got into the plaster and broke it up the way potholes form.
