Overflow when in freeze mode

Well it’s happening again- whenever freeze mode comes on, the spa overfills and drains the pool. I have two motors, one for pool and spa, and it also runs jets. The second motor is just for a second set of jets. I think the culprit is the second motor, which somehow puts more water into the spa than the spa can drain into the pool.
