No bubbles in the spa

Hi all - So this is probably a very dumb question. When we turn on the hot tub the jets blow water but we can't get any bubbles. We've obviously turned the knobs but no luck. Is there something wrong with the pump or is there some valve we forgot to turn on? Before I call someone in I want to make sure it isn't due to some little thing I didn't do.

Is this a new pool to you? Is there a blower installed at the equipment pad?

It's not a new pool. It worked through last year. I want sure if some valve wasn't turned when the pool was opened this year. I don't think there's a blower.

Our spa do not have a motorized air blower either but a 2" pipe sticking out and going back in ground (like an upside down "U") labeled "Air Blower". It gurgles when I run the spa and I can make the bubbles disappear by blocking the grate. I forgot what its called but you can search Spas and Hot Tubs section. I am certain, mine is not venturi but similar.
