Looking for recommendations on further steps to follow to identify the source of the dampness.

This is a recent build. There is a damp spot near the bottom corner of the pool near where the concrete deck stairs are located.

There is a corner 90 in the plumbing for a jet near the the area and the light fixture conduit runs right above where the water seepage is showing.

I'm having a dye test done to hopefully help isolate any issues.

12" gunite walls and bond beam
Tile line was waterproofed
Interior Backwall of the pool was waterproofed prior to plaster
StoneScapes NPT mini plaster
Plumbing held pressure up to Plaster
Back wall is about 18" out to the ground
Exterior wall was waterproofed after bond coat prior to paint
Returns and light fixtures were filled with hydraulic cement around fixtures by the plaster company

Water flows until it finds an exit point. The leak could be anywhere.

Is there any change in the wet spot with the pump off?

You can drain the pool down below the light fixture and see if the spot dries.
