measured my salt level (which is 2800 )with the recommended test kit pool math says 13 pounds to reah 3000 which is optimism
does starting with 10 pounds seem like a good starting point
 
Sure. But you could just turn your SWCG on and see if it's happy - you might be just fine at 2800. But adding 10 lbs won't hurt anything.

Do a quick search for copper in the search bar - it can be removed by filtration with polyfill or similar. There's several threads on the 'bucket' method of filtering through a bucket full of polyfill. My Bad - that's for iron!!

You may want to consider having a sample of your refill water (city tap water) tested for metals also.
2.8ppm is pretty high. No idea what the EPA deems is an acceptible level for tap water.
