I am a newbie to all of this pool stuff. We bought a foreclosure in southern GA and my son got the pool from green to clean and now it’s my turn to maintain it. Help! My test strips have my PH at 6.8, Tl Alkalinity at 40, free chlorine at 0 and the stabilizer at 30-50. Do I add baking soda and chlorine at the same time?

Test strips are not a reliable method of testing your pool water chemistry. Review Pool Test Kits - Further Reading
Add the baking soda (why? Few pools need to raise TA unless they are using trichlor pucks) and then the liquid chlorine.
I suggest you read ABC's of Pool Water Chemistry.
