New Pool -- Staining on decking - Do I have a leak? Bad concrete? Normal?

I have a new pool that was completed around 2 months ago. Everything turned out well with exception of the decking. Within the first week, staining began on the decking in one corner. Since, it has spread to most areas around the pool. I let my pool builder know, he thought it was just from splashing the outside of the pool. We went 24 hours without swimming with temperatures 105 degrees and greater and no change. My pool is salt water, finish is pebble tec. Any ideas what this is from?

I don’t have closer pictures of the waterline tile. This picture was 2 weeks ago. I can take better pictures tomorrow. There is nothing obvious at the waterline level in terms of lifting or cracking by the tiles. There is fine cracks here and there in the grout around the pool but nothing out of the ordinary for grout. My concern from what I found online with some other people was possible water getting under at the water line level or between tile and pebble
