new plaster and still rough

We replastered our inground pool last summer. We did not drain the entire pool we just drained a little for the pool opening this year. (2 months ago) The sides of the pool are very rough and the company that did plastering that the reason is because of calcium deposit. They showed us that a light pad completely removes it. Does this sound right? Also was it ok that we did not drain entire pool now?
