The second coat is usually shot on from the waterline down to a foot or two past the cove onto the floor. It would be exceedingly difficult to just shoot the top couple of feet of the wall and have such a clear delineation between batches. I also think the discoloration would show up as soon as they were done - the after install pictures look uniform.
That the discoloration showed up 30 days after filling is odd.
@Andrew Edward ... just to confirm - the pool has always been 100% full since completion and was never drained at all?

Correct the pool has never been drained since the new plaster was added. The line started to show up about 20 days into the break-in period. By day 30 it was very noticeable. That's when my installer started to freak out. He had and still has no answer for the weird finish. claimed that his other jobs done around the same time did not end up like mine. That is why he is blaming the water source. The source is city water run thru a water softener.

Best bang for the buck is either the TF-100 or TF-Pro for the residential pool owner.
The results you posted from your typical pool store kit are not sufficient. And results from the pool store itself are mostly inaccurate, inconsistent and unreliable.
We need to see:
FC
CC
pH
TA
CH
CYA
Water temperature
Also post the pH, TA and CH of your softened and unsoftened water.
Your initial pool fill was done with 90%+ unsoftened water as the water softener capacity was most likely depleted after a couple thousand gallons of water flowed into the pool.

Sand a dark colored area with 80/100 grit wet/dry sandpaper and see what color is under the surface. That will tell you how sanding and polishing the Hydrazoo can change it.
