Do you have any idea what the approx dimensions are of your pool? I have a small backyard and something like that might fit.

Grounding is similar to bonding but not the same thing. Bonding is connecting all electric conductive surfaces (metal, water, equipment, even concrete) together.
This is usually done with a copper wire like used in "grounding". I believe code says anything with 5 feet of the water, plus the equipment, must be bonded.

Ah the fence is not bonded but it is not inside the 5 foot easement. As I said the posts are further away than they look in the picture.

That looks closer than 5 feet. I think the hazard comes from being in contact with the two surfaces, ie fence post and decking. If a difference in electrical potential exist the person would get a tingling from the difference in voltage. People can sometimes be injured from small amounts of electricity.
