I know that lowering ph will affect alk. So suggestions???

I have a test kit although low on some of the chemicals needed so I got that one from the pool store

None of your numbers, if they are to be trusted, are that far off from "good". CC's are a little high but that could be the test kit. The reason we want you to have a "proper" test kit is because most test kits are so far off as to be unreliable.

How do you suggest getting PH down and alkaline up? Which one first??

pH is reduced with Muriatic acid. You can use poolmath for how much to add. Your Alk is fine but again, I would not entirely trust your test results.
