I'm DIY capable but only have owned a pool for 3 years. I've noticed the stones on the spa are getting loose and one can be completely removed (shown in pic). What do I need to buy to fix this? I have no issue with removing the stones and redoing stuff as needed. Is it mortar? Any sites or explainations of material used to build it initially are appreciated.

Likely issue is the mortar being used is not intended to be submerged. As time passes the mortar weakens and loses its integrity.
