Those mounting brackets (haven't seen one in 25 years) came on a jig with both mounts attached so that the spacing and orientation of the rail would be correct. It was something like the picture. You can see the two mounts welded together and they were embedded in the deck. Rails were installed after the concrete cured. Don't believe they are available anymore.
