Nature2 Fusion Soft 1400 -- doesn't seem to be making chlorine --

Hello, we have a Nature2 Fusion Soft 1400 cell that we recently replaced since the old one didn't seem to be making any chlorine - the new one we just purchased also doesn't seem to be making chlorine either? Our salinity level on the panel is running around 3.2 - 3.4. I was told 3.5 is as high as you ever want it to be so we are close. We run the pump 24x7 now and have the level set at 60%. We used to be able to run around 40-50% and it kept the chlorine levels fine. Now we are not really getting any chlorine unless we pop some chlorine tablets in the pool.

We have a 30,000 system and if I add 3 tablets, it gets the level up fine in a day or two. If I let it go with the system at 60%, chlorine basically goes completely away.

What am I missing. All the other levels seem good -- the tablets making chlorine fine? Do I need to check some voltages or something?
