Transformer and lighting never worked when we first bought the house so I threw the circuit breaker and also for safety precautions. Something odd about this wiring... Wondering if it was ever correct. Any additional lighting will be led floating type with internal batteries but that's later.

Looks to me like power comes off the bottom left circuit breaker and then goes out the conduit at the back of the panel.. I assume to some on/off switch. Goes through the switch and comes back out of the conduit as the white wire wrapped in black tape. This wire would be hot when the switch was on. The taped white wire is connect the black primary transformer lead, the white primary lead from the transformer is then connected to your Neutral bus.
The secondary side of the transformer has two black wires that are connect to the Red and Blue wires going to the light.
You should be able to use a voltmeter and measure about 12 volts AC between the Red and Blue wire nut connections, when the switch is on.
Not sure what problem you are seeing?

Does the conduit/wiring directly below the 15 amp single breaker go to an on/off switch for the pool light? If so, the wiring looks correct. Did you check the output side of the transformer for 12v withthe circuitbreaker amd light switch on?
The 15 amp breaker is actually on in the second and third pics. If it goes to the light switch, shut it off as you disconnected the transformer.

There is a nearby outdoor switch which i thought was our irrigation pump switch. I will check it out later.

The black wire goes into the conduit. It has to go somewhere... I assume to a regular wall switch in the back of your house. If you have no voltage on the white wire with the tape, then the switch is either bad or not on.
Got any "Unknown" switches on your Porch???

Gotta be one someplace...thought i had house pretty well mapped out electrically.
Nearby wall switch which is always on is our irrigation well pump switch. I do remember when we first moved in over 2 years ago the pool control Intermatic box was making a heck of a buzzing noise and thats when i threw the transformer breaker off. Anyway..its disabled .
Mystery solved..one of gang of 3 switches inside of pool patio entrance is pool light. We thought it went to a ceiling fan. Thanks all for the help.
