My stabilizer measurement went down from 80 to near zero in 3 months. Does this make any sense? It was measured twice, once by the pool store and once by me on 4/30/13. They said it was 80 and my measurement was about 60-70. Today I measured it and then double checked the measurement and it is near zero. What is going on?

Not really. While I don't place much weight on the pool store testing, yours should be more accurate. Which test kit did you use?
I could see a large CYA drop or variance from the following if it applied:
- Very large water exchanges over time
- Poor testing and/or old reagents
- Water loss without the owner realizing it (pool leak or auto-fills are a good example)
- One season there seemed to be a rash of bad stabilizer going around. Some brands seemed to show a huge drop after a month or so, but I haven't heard of that happening this year - yet.

Normal depends. On water temperature, chlorine level above target, over flow due to rain, splashout, backwashing, etc.
20 ppm in a month is extreme in your climate. But we also must remember the test is at best, +/- 10 ppm each time we do the test.

Usually the only thing that makes CYA drop like a rock is bacterial conversion. The bacterial conversion usually happens in a swampy pool, but it can happen in a clear pool that has allowed chlorine to drop too low. Is your pool able to hold chlorine?
At the beginning of the season, I was trying to tame FC, now having an issue holding FC and slamming tomorrow. Got over an inch in rain too, and more in the forecast tomorrow. Should be fun.

I used the TFP test kit and some R-0013 in a big bottle that I got 2 or 3 years ago. I actually don't remember if I got that R-013 from TFP or Amazon. How long does it stay good?
IIRC, the reagents are given a shelf life of 1 year. Given proper storage conditions (cool and dry place, not exposed to sun).... they may last up to 2 years but by year 3 I wouldn't trust them. There is no promise they will work well even by year 2.
