We have this situation where green algae kept forming behind the tiles at the top edge and the steps of the pool as a result they gradually kept falling off
In the off season we glued the tiles back again with acrylic silicone but they kept falling off trought the year again, some did stay glued however but not many

We gotten better at treating our water but they still keep falling and getting algae behind the small empty pockets

any way we can glue them back in without having them fall off?

You do not glue pool tiles onto gunite with silicone. Pool tiles are attached using thinset and then the areas around then need to be grouted so that water cannot get behind the tiles to erode their attachment.

You have issues with all of your tiles pictured. The long term fix is to strip the tiles off, properly prepare the surface, and reattach the tiles using thinset and grout.

One of the challenges with 1X1 tiles is they have many grout lines that need to be maintained to prevent water from getting behind the tiles. Hairline cracks will form in the grout that need to be maintained and filled.

The algae forming is a separate issue but much of the algae is likely coming from water trapped behind the tiles and in the grout lines that your normal pool sanitation does not get to.

Here is the recommended glass tile installation process from Oceanside Glass & Tile...

Are there any bad side effects of using silicone?
